Millennium Sunday Fall Softball League Bylaws

This league is a Slow Pitch League and is a sanctioned member of the Amateur Softball Association (ASA). The following rules and regulations have been adopted and approved by the League Committee and will be adhered to in all cases.

 1. The league is set up to have three Divisions: American and National (14-game schedule) and Diamond Star Sports (12-game schedule).

 2. Playoff Teams - American, National and Diamond Star Sports Divisons:
At the end of the regular season, the top three teams from both the American and National Divisions will advance into the (A) Division Playoffs, with the division winners receiving a first round bye. The next three teams in each division will advance to the (B) Division Playoffs, with the fourth place teams from each division also receiving a first round bye. In both the (A) and (B) Division Playoffs teams will be seeded and a interdivision playoff format will be used.

The following tie breaker(s) will be used for seeding teams in their divisions and playoffs.

a. Their won-loss record
b. Their won-loss record vs. each other
c. Their won-loss record in division play
d. Coin Toss

The Diamond Star Sports Division will have all their teams qualify for the playoffs, with the division winner receiving a bye in the first round of the playoffs.

The following tie breaker(s) will be used for seeding teams in the division and playoffs.

a. Their won-loss record
b. Their won-loss record vs. each other
c. Team with the highest run differential in games played vs. each other
d. Coin Toss

 3. Playoff Format:

a. All playoff series will be played as best-of-three on the same Sunday. The teams with the highest seeding for that series will be the home team for games one and three and have choice of field selection. 

b. All league playoff games must go the full seven innings unless the league's "Run Ahead Rule" applies.

 4. Playoff Eligibility and Open Roster: The league will have an open roster for the regular season. A player must have played in two games in the regular season schedule for the same team he intends to play for in the playoffs. Exception: Whatever team a player plays on beginning in the third week of the season, is the team that player must continue to play for during the remainder of the regular season and playoffs. Any player who violates this rule, will result in a forfeit of the game(s) of the team that the player played in against the challenging team.

a. If a team wins a game by forfeit, all members of that team will be credited with a game played.
b. If a team loses a game by forfeit, no member of that team will be credited with a game played.

 5. On our schedule, the team listed on the right will have the choice of being the home team in the first or second game of the doubleheader.

 6. The home team listed on the schedule has the responsibility for setting up the field with home plate, pitcher's plate and bases; providing one new game ball and one backup ball; and general overall care and maintenance of the field. Note: Teams that have games scheduled at the Marcus Hook Fields, please secure bases, replace caps, rake and fill home plate area, if not a possible Borough fine and loss of field permit could result.

 7. Forfeits will result if a team is unable to field nine (9) players by 15 minutes after game time. Game time is 10:00 a.m. Once the first game of the doubleheader has been forfeited, there will be an additional 15 minute time period given before the second game is declared a forfeit. Any team(s) that have fofeited 2 or more games will be brought before the League Committee to determine possible league suspension.

 8. Run Ahead Rule: 20 after four innings or 10 after five innings. Complete innings must be played unless the home team scores the run ahead limit while at bat. When the visiting team reaches the limit in the top half of the inning, the home team must have their opportunity to bat in the bottom half of the inning.

 9. Rain Outs: Home teams will be notified by 9:00 a.m. if the games have been rained out, and they will notify the team they are scheduled to play that day. It is each team's responsibility to notify its players that the games have been rained out. Regular season and playoff game rain outs and cancellations will be rescheduled through the league president.

10. Extra Player (EP): The 11-man batter rule (EXTRA PLAYER) may be used by any team. Teams may also use 2 EP(s) and bat 12 players. The extra player(s) must be made known prior to the start of the game and be listed on the scoring sheet in the regular batting order. An EP(s) cannot be added once the game has started. If the EP(s) is used, the EP(s) must be used the entire game. The league will follow the ASA Extra Player Rule whether a team uses 1 or 2 EP(s).

11. Courtesy Runner: Limited to three (3) per game. The courtesy runner must be the player who was the last recorded out. A team must notify the umpire and the opposing team of its intention to use a courtesy runner.

12. Travel Expense: Teams will be awarded travel expense according to their finish in the league playoffs. The Divsion (A) Champion will receive $500; Division (A) Runner-up $300. The Division (B) Champion will receive $200 and the Diamond Star Sports Division Champion will receive $200.

13. The league will follow the ASA of PA District 6 Player Ejection Policy.

14. Any rules and regulations not listed will be governed by the ASA Rule Book.

15. Appeal(s) of the Rules and Regulations: Any appeal(s) arising from the Rules and Regulations will be brought before the League Committee for a ruling.
